The results of the Russian-American study will form the concept of "smart" grids in Russia
Last week, a seminar was held in the "Russian Energy Agency", devoted to the preparation of a joint study on "The legal, market and consumer aspects of the intelligent networks technology deployment in the U.S. and Russia".
The study is to explore the legal, market and commercial factors influencing the deployment of these technologies in both countries. Key executors of the project are Russian Energy Agency (REA), U.S. Department of Energy (DOE), U.S. Agency for International Development (USAID) and United States Energy Association (USEA).
The project involves mutual exchange of delegations of experts of the both Ministries of Energy, energy companies and R&D organizations. The attention of analysts will include not only technological issues and project financing but also legislation development and legal framework improvement with a purpose of a more active development of this innovative direction. Under the study the specialists from the United States will assess the situation in Russia, and Russian experts will explore the American experience.
Basing upon the results of Russian-American working group activity an analytical report is to be issued in October of this year, which will contain proposals to remove barriers to the implementation of intelligent networks in both countries.
The results of the study will be presented to the Russian and U.S. profile ministries, as well as to the companies participating in the technology platform "Intelligent Energy System of Russia" to develop a unified concept for the deployment of the intelligent networks in Russia, REA noticed.
On the Russian side the seminar was attended by REA’s Director of Innovations Alex Konev, Deputy Director of Energy efficiency Department of the Russian Ministry of Energy Alexei Kulapin, General Director of the Energy Forecasting Agency Igor Kozhukhovsky, Deputy General Director of R&D Science &Technology in Power Yuri Morzhin and other representatives of state organizations and commercial companies.
On the American side the seminar was attended by the Head of the United States Energy Association programs William Polen, Environmental Policy Advisor for the U.S. Agency for International Development (USAID) Yuri Kazakov, an expert of the United States Energy Association Steven Pullins, an expert on energy policy of the U.S. Embassy Energy Division in Moscow, Irina Aksenova.
